Over 70% of Nigerian Insurers Complete Capital Verification as NAICOM Deadline Nears

Nigeria’s insurance industry has recorded significant progress in its ongoing recapitalisation exercise, with more than 70 percent of insurance companies completing the mandatory capital verification process ahead of the July 31, 2026 deadline set by the National Insurance Commission (NAICOM).

The development marks a major milestone in the industry’s compliance drive under the Nigeria Insurance Industry Reform Act (NIIRA) 2025, which introduced higher minimum capital requirements aimed at strengthening insurers’ financial resilience, enhancing policyholder protection, and improving the sector’s capacity to underwrite larger risks.

NAICOM Commissioner for Insurance, Olusegun Omosehin, disclosed that the majority of licensed operators have successfully completed the verification stage, reflecting substantial industry commitment to meeting the new regulatory standards before the compliance window closes.

According to the Commission, the verification exercise goes beyond confirming capital levels. It also assesses whether insurers have fulfilled other regulatory obligations, including corporate governance requirements, statutory filings, and the settlement of outstanding claims, ensuring that recapitalisation translates into stronger consumer protection rather than merely meeting financial thresholds.

NAICOM has maintained that the July 31 deadline remains unchanged, reiterating that no extension will be granted. The regulator has consistently urged operators yet to complete the process to do so promptly, warning that only companies that satisfy all prudential and licensing requirements will continue to operate after the deadline.

The recapitalisation programme requires insurers to meet revised paid-up share capital thresholds of ₦10 billion for life insurance companies, ₦15 billion for non-life insurers, ₦25 billion for composite insurers, and ₦35 billion for reinsurers. The reform is expected to improve the industry’s ability to absorb shocks, settle claims promptly, and support larger infrastructure and commercial risks.

Industry analysts believe the exercise could reshape Nigeria’s insurance landscape, with firms unable to independently meet the new capital requirements expected to explore strategic options such as mergers, acquisitions, fresh equity injections, or business restructuring. These measures are anticipated to strengthen the sector while reducing the number of undercapitalised operators.

The recapitalisation exercise forms part of broader reforms designed to reposition Nigeria’s insurance industry for sustainable growth and align it with global best practices. As the deadline approaches, attention is now shifting to NAICOM’s final compliance assessment, which will determine the operators qualified to continue business under the new regulatory framework.
