The House of Representatives Committee investigating the activities of the controversial Presidential Foreign Investment Promotion Council (PFIPC) has directed the Inspector-General of Police (IGP), Kayode Egbetokun, to produce the organisation’s self-acclaimed Director-General, Adeyemi Adeniyi, before lawmakers as investigations into the council’s legal status and a ₦1.32 billion budget allocation intensify.
The directive was issued during a resumed investigative hearing at the National Assembly in Abuja, where the committee continued its inquiry into how the PFIPC an entity lawmakers maintain was never legally established—secured office space within the Phase III Federal Secretariat Complex and was listed for funding in the 2026 Appropriation Act.
Chairman of the committee, Rep. Yusuf Gagdi, said Adeniyi’s appearance is crucial to clarifying several documents and allegations linked to the council’s operations. He stressed that the investigation involves the credibility of public institutions and individuals, making the DG’s testimony indispensable to the panel’s work.
Representing the IGP at the hearing, Assistant Commissioner of Police Bashir Abdullahi appeared before the committee and was instructed to ensure Adeniyi is presented before lawmakers by 12 noon on Wednesday. The committee also directed its clerk to formally communicate the resolution to the Police leadership.
The latest directive follows updates from the Nigeria Police Force on an ongoing criminal investigation involving Adeniyi. According to the police, an eight-count charge has already been filed against him at the Federal High Court after investigations into allegations of fraud, impersonation and document forgery. Officers also confirmed that Adeniyi had previously been arrested and arraigned but declined to disclose details that could prejudice ongoing court proceedings.
Police investigators further revealed that they received a petition from the Office of the Chief of Staff to the President on October 17, 2025, alleging that Adeniyi falsely presented himself as the Director-General of both the Presidential Economic Advisory Council (PEAC) and the Presidential Foreign Investment Promotion Council (PFIPC).
According to the police, the allegations include using the purported office to obtain accommodation within the Federal Secretariat, seeking approval to recruit about 300 personnel, pursuing a ₦1.32 billion budget allocation in the 2026 Appropriation Act, and organising a World Investment Summit under the banner of the council.
During the hearing, investigators also compared signatures on documents purportedly issued by the Office of the Chief of Staff with authentic government correspondence. The police witness informed the committee that the signatures did not match, raising fresh concerns over the possible forgery of official State House documents.
Gagdi disclosed that investigators have identified about 29 documents suspected to have been forged. These allegedly include a fabricated Act of the National Assembly intended to establish the PFIPC, alongside purported approvals from the State House, the Office of the Head of the Civil Service of the Federation, the Office of the Secretary to the Government of the Federation, and the Ministry of Finance. Representatives of the affected institutions, he said, have appeared before the committee and disowned the documents attributed to their offices.
The committee emphasized that its investigation will continue independently of the police inquiry and may recommend further action by relevant security agencies upon the conclusion of its work. Lawmakers also maintained that they have deliberately avoided compelling police officers to disclose sensitive details that could interfere with ongoing criminal proceedings.
Meanwhile, the Budget Office of the Federation has clarified that although the National Assembly made a budgetary provision for the PEAC/PFIPC in the 2026 Appropriation Act, the allocation never translated into actual government expenditure because the required payroll, procurement, and cash release processes were not completed. The Office explained that an appropriation merely authorises expenditure and does not amount to a cash disbursement.
The committee is expected to hear directly from Adeniyi when proceedings resume, as lawmakers seek to establish the legal status of the PFIPC, verify the authenticity of documents associated with its operations, and determine how the controversial budget allocation found its way into the 2026 federal budget.
