Artificial intelligence (AI) is unlikely to trigger widespread job losses across Africa in the near term, according to the World Bank, which says the technology is more likely to reshape how people work than eliminate employment altogether.
The finding, contained in the World Development Report 2026, suggests that Africa’s biggest challenge is not preparing for mass job displacement but addressing longstanding infrastructure deficits including unreliable electricity and limited internet access that continue to slow digital transformation across the continent.
Limited Exposure to Automation
According to the report, only 4.5% of jobs in developing economies are considered highly exposed to automation through AI, compared with more than 14% in advanced economies.
This indicates that many occupations across Africa are less susceptible to complete automation because they often involve tasks requiring human interaction, adaptability and context-specific decision-making.
Rather than replacing workers, the World Bank believes AI will increasingly function as a productivity tool, helping employees complete routine tasks more efficiently while allowing them to focus on higher-value activities.
AI Expected to Boost Productivity Across Sectors
The report highlights several industries where AI could improve productivity without significantly reducing employment.
Sectors including healthcare, agriculture, education and public services are expected to benefit from AI-powered tools that assist professionals in analysing information, improving decision-making and delivering services more effectively.
In agriculture, for example, AI can support farmers through smarter crop management and weather forecasting, while healthcare providers can leverage the technology to strengthen diagnostics and patient care.
The World Bank argues that these applications position AI as a complement to workers rather than a substitute for them.
Infrastructure Remains Africa’s Biggest Obstacle
Despite AI’s growing potential, the report identifies weak digital infrastructure as one of the continent’s most pressing challenges.
Reliable electricity, affordable internet access and stronger digital connectivity remain essential for businesses, governments and educational institutions seeking to deploy AI solutions at scale.
Without significant investment in these foundational areas, many African countries could struggle to fully benefit from advances in artificial intelligence, regardless of improvements in AI technology itself.
Skills Development Will Be Critical
The World Bank also stresses the importance of preparing workers for an evolving labour market by investing in digital education and AI-related skills.
As AI takes over repetitive tasks, employers are expected to place greater value on capabilities such as critical thinking, creativity, communication and problem-solving skills that remain difficult for machines to replicate.
Experts believe governments, universities and private sector organisations must collaborate to expand digital literacy and workforce training programmes to ensure workers can adapt to changing job requirements.
Opportunity for Africa’s Young Workforce
With Africa home to one of the world’s youngest and fastest-growing populations, the report suggests the continent has an opportunity to leverage AI as a tool for economic growth rather than viewing it solely as a threat to employment.
If supported by the right infrastructure and policies, AI could help create new industries, improve public services and enhance business productivity while generating demand for new categories of digital jobs.
However, unlocking those opportunities will require sustained investment in technology infrastructure, education and innovation ecosystems.

The World Bank’s findings add to the growing consensus that AI’s impact in Africa will differ from that of more advanced economies.
