NAICOM Clears Seven More Insurers, Raises Compliant Firms to 50

The National Insurance Commission (NAICOM) has confirmed seven additional insurance companies as having satisfied Nigeria’s revised minimum capital requirements, bringing the number of compliant operators to 50 as the industry-wide recapitalisation exercise reaches its conclusion.

The latest approvals were made under the Nigerian Insurance Industry Reform Act (NIIRA) 2025 and applicable insurance laws and regulatory guidelines. NAICOM announced the development in a public notice dated August 13, 2026.

The seven newly verified companies are emPLE General Insurance Limited, emPLE Life Assurance Limited, Sovereign Trust Insurance Plc, Tangerine Life Insurance Limited, Alliance & General Insurance Plc, Guinea Insurance Plc and Regency Alliance Insurance Plc.

Of the newly cleared operators, five are classified as non-life insurers, while two operate in the life insurance segment.

50 Firms Now Verified

With the latest additions, NAICOM said 48 insurance companies and two reinsurance companies have now been confirmed and verified as meeting the prescribed minimum capital requirements.

The development follows the regulator’s earlier confirmation of 43 compliant insurance and reinsurance companies after the July 31, 2026 deadline for operators to meet the new capital thresholds. NAICOM had subsequently indicated that firms that submitted evidence of compliance around the deadline would undergo further verification.

The latest clearance effectively closes the verification process for the recapitalisation programme, which was introduced to strengthen the financial position of Nigeria’s insurance industry and improve operators’ ability to absorb larger risks.

Recapitalisation Reshapes Insurance Sector

The new capital requirements were introduced under NIIRA 2025 as part of efforts to build a stronger and more resilient insurance market.

Higher capital levels are expected to improve insurers’ capacity to underwrite larger and more complex risks while strengthening their ability to meet obligations to policyholders.

The exercise is also expected to support greater investment capacity within the sector and improve the industry’s ability to participate in financing major infrastructure and long-term economic activities.

NAICOM has previously said the recapitalisation programme attracted significant domestic and foreign investment and strengthened investor confidence in the industry.

Not All Operators Make the Final List

While the latest announcement brings the number of verified compliant companies to 50, some operators were not included in the regulator’s final list.

Companies including Universal Insurance, Staco Insurance, Nigeria Re, NICON and Goldlink were among those not confirmed as compliant in the latest update.

The outcome is expected to trigger the next phase of regulatory action for companies that failed to satisfy the requirements, while compliant operators move forward under the new capital regime.

Industry stakeholders have urged the regulator to handle non-compliant firms carefully, particularly to protect policyholders and minimise disruption to customers as the sector transitions into the post-recapitalisation era.

Stronger Capital Base, Bigger Risk Capacity

The conclusion of the exercise marks a major regulatory milestone for Nigeria’s insurance industry.

For compliant insurers, the stronger capital base should provide greater room to take on sizeable risks that previously required significant reliance on foreign reinsurers or other forms of risk-sharing.

The regulator is also expected to use the new capital structure to strengthen risk-based supervision, ensuring that the amount of capital held by an operator corresponds more closely with the scale and complexity of the risks it assumes.

With 50 companies now verified, attention will shift from capital raising and compliance to whether the strengthened balance sheets can translate into improved underwriting capacity, faster claims settlement, greater public confidence and deeper insurance penetration across Nigeria.
