Africa’s growing appetite for artificial intelligence (AI), cloud computing and digital services is exposing a critical weakness in the continent’s technology ecosystem: insufficient digital infrastructure.
As demand for AI applications, fintech services, streaming platforms and digital government tools accelerates, industry stakeholders are warning that Africa’s ability to benefit from the next phase of technological growth will depend heavily on its capacity to expand data centres, fibre networks, cloud infrastructure and reliable power supply.
The issue is expected to take centre stage in Lagos in September, when policymakers, investors, technology companies and infrastructure operators gather for the third edition of Hyperscalers Convergence Africa (HCA) 2026, themed “Africa’s Great Digital Buildout.”
Digital Demand Outpaces Infrastructure
Africa is among the world’s fastest-growing digital markets, but infrastructure development has struggled to keep pace with demand.
The continent continues to face shortages in data-centre capacity, unreliable electricity supply, expensive internet access and insufficient fibre infrastructure.
These limitations increase the cost of providing digital services while slowing the adoption of cloud technologies and other infrastructure-intensive applications.
The pressure is expected to intensify as businesses deploy AI tools that require substantially more computing capacity than many conventional digital services.
AI Growth Depends on Data Centres and Power
The expansion of AI across African economies is creating a new infrastructure requirement.
AI applications depend on computing facilities capable of processing and storing large volumes of data. Those facilities, in turn, require stable electricity and high-speed connectivity.
This makes data centres, cloud platforms, fibre networks and power infrastructure increasingly important components of the continent’s digital economy.
Industry experts believe Africa’s ability to attract hyperscale cloud providers and AI investments will depend partly on whether countries can provide the infrastructure required to operate these technologies reliably and at scale.
Lagos Summit Targets Practical Solutions
The upcoming HCA 2026 conference is expected to focus on how governments and private investors can move from announcing digital ambitions to actually financing and delivering the infrastructure needed to support them.
According to Temitope Osunrinde, executive director of Africa Hyperscalers, decisions being made today about infrastructure will shape the continent’s digital future.
The conference will examine issues including regulation, connectivity, cloud computing, AI readiness, capital investment and data sovereignty.
Other areas expected to feature include infrastructure financing, regional digital integration, network resilience and growing enterprise demand for digital services.
Investors, Regulators to Join Discussion
The September gathering will bring together representatives from government, technology companies, infrastructure operators and financial institutions.
Confirmed participants include Amine Idriss Adoum of AU-NEPAD, Ayotunde Coker of Open Access Data Centres, Nonye Ujam of Microsoft, Gary Chomse of Vertiv, Dotun Adekunle of OPay, Kashifu Inuwa Abdullahi of NITDA and Muhammed Rudman of the Internet Exchange Point of Nigeria.
Other participants include representatives from the African Finance Corporation, GSMA, Xalam Analytics and the Technology Service Providers Association of Kenya, among others.
The event will also recognise prominent African digital pioneers, including Funke Opeke, Strive Masiyiwa, Andile Ngcaba and former President Olusegun Obasanjo, for their contributions to the continent’s digital transformation.
Infrastructure Investment Becomes Strategic Priority
The infrastructure challenge comes as African governments increasingly compete for investment from global cloud providers and technology companies.
For countries seeking to develop domestic AI ecosystems, attracting investment will require more than skilled developers and supportive policies. Investors also need access to reliable electricity, high-capacity connectivity, secure data facilities and an enabling regulatory environment.
This places infrastructure development at the centre of Africa’s efforts to participate meaningfully in the global AI economy.
Africa Faces a Choice
The continent’s expanding digital economy presents significant opportunities, but infrastructure constraints could limit how much value African countries capture from the AI revolution.
If data-centre capacity, electricity supply and high-speed connectivity expand alongside AI adoption, Africa could attract more technology investment and develop stronger domestic digital industries.
Failure to address those constraints, however, could leave African countries largely dependent on infrastructure located elsewhere and limit their ability to build locally competitive AI and cloud ecosystems.
The message emerging from industry stakeholders is therefore clear: Africa’s AI opportunity will depend not only on innovation, but on the physical infrastructure capable of turning that innovation into scalable digital services.
