Airtel Kenya has secured a 25-year operating licence from the Communications Authority of Kenya (CA), ending years of temporary regulatory arrangements and giving the country’s second-largest mobile network operator greater certainty to pursue long-term investments.
The regulator granted the licence on August 7, 2026, under Kenya’s revised Unified Licensing Framework. The technology-neutral licence provides Airtel with a much longer operating horizon as it expands beyond traditional mobile voice and data services into fibre broadband, enterprise connectivity, digital financial services, satellite communications and artificial intelligence infrastructure.
The approval replaces the series of temporary arrangements under which Airtel had continued operating following the expiration of its previous licence.
Licence Creates Room for Bigger Investments
The 25-year approval is significant for Airtel because telecom infrastructure typically requires substantial capital and extended investment periods before returns are realised.
Fibre networks, mobile infrastructure, data centres and other digital infrastructure projects require operators to commit capital over many years. A long-term operating licence therefore gives Airtel greater confidence to plan and execute projects without the uncertainty associated with repeatedly renewing short-term approvals.
The new licence could also strengthen Airtel’s position as competition in Kenya’s telecommunications industry increasingly moves beyond conventional mobile services.
Airtel Expands Beyond Mobile Services
Airtel Kenya has been broadening its operations as demand for digital connectivity increases.
The company has entered the fixed broadband market, offering fibre-to-the-home and fibre-to-the-business services as it competes for a larger share of Kenya’s growing connectivity market.
Its parent group’s data-centre business, Nxtra by Airtel, is also developing a 44MW AI-ready data centre campus in Tatu City, with completion targeted for 2027.
The facility is expected to support the increasing demand for cloud computing, data storage and artificial intelligence infrastructure as businesses across the region accelerate digital adoption.
Airtel is also awaiting regulatory approval to introduce SpaceX’s Direct-to-Cell satellite connectivity service in Kenya, potentially opening another avenue for expanding network access.
Airtel Money Adds to Digital Strategy
The company’s digital ambitions also extend into financial services.
Airtel Money continues to expand its payments ecosystem and is preparing to introduce a mobile-money overdraft product, further positioning the business beyond conventional telecommunications.
The combination of mobile connectivity, broadband, fintech, data centres and satellite services reflects Airtel’s broader strategy of building an integrated digital-services platform.
The new long-term licence provides regulatory stability for these investments as the company develops its Kenyan operations.
A Long Road to Regulatory Certainty
Airtel’s new licence comes after more than a decade of regulatory uncertainty.
The company’s original operating licence expired in 2015, after which Airtel continued operating under successive regulatory arrangements, including provisions associated with its 2014 acquisition of YuMobile.
In 2022, Airtel and the Communications Authority reached an out-of-court settlement that provided a framework for renewing the expired licence through 2025.
After that period ended, the operator received another temporary extension running until January 2027, while the regulator worked on implementing the revised licensing framework.
The August 7 approval finally replaces those interim arrangements with a single 25-year technology-neutral licence.
Airtel and Safaricom Gain Long-Term Certainty
The development puts Airtel on a similar long-term regulatory footing with Safaricom, Kenya’s largest mobile operator, which secured its own 25-year licence earlier in 2026.
With the country’s two biggest telecom operators now operating under longer-term licensing arrangements, both companies have greater visibility for major infrastructure projects.
The development could intensify competition in areas such as fibre broadband, enterprise connectivity, fintech, cloud services, artificial intelligence infrastructure and satellite communications.
Rather than competing primarily on mobile voice and data, operators are increasingly positioning themselves as broader digital infrastructure providers.
A Strategic Market for Airtel Africa
Kenya remains one of the most important markets within Airtel Africa’s operations.
The parent group has recently increased its effective stake in Airtel Africa to more than 79%, giving it greater exposure to the company’s African operations and potentially more financial flexibility to support investments across key markets.
The Kenyan licence therefore arrives at a strategic point for the group as it seeks to deepen its infrastructure footprint and capture opportunities arising from Africa’s expanding digital economy.
The Next 25 Years
For Airtel Kenya, the significance of the approval extends beyond the ability to continue providing mobile services.
The licence gives the operator a 25-year regulatory runway to build infrastructure, introduce new technologies and expand its role in Kenya’s digital economy.
With fibre, data centres, fintech and satellite connectivity increasingly becoming central to telecommunications growth, the next phase of competition is likely to be defined less by who simply connects the most mobile subscribers and more by who can build and control the infrastructure supporting the digital economy.
For Airtel, the question has effectively shifted from whether it can continue operating in Kenya to how much digital infrastructure and services it can build over the next quarter-century.
