WhatsApp to Charge Businesses for Customer Replies From October 2026

Meta is set to introduce charges for service messages sent by businesses through the WhatsApp Business Platform, marking another significant shift in how companies will pay to communicate with customers on the messaging platform.

From October 1, 2026, businesses using the WhatsApp Business Platform/API will be charged on a per-delivered-message basis for service communications that were previously free under certain conditions.

The change does not apply to ordinary WhatsApp users or businesses using the standard WhatsApp Business application. Instead, it targets companies using the Business Platform to handle customer communications at scale.

Nigeria Faces Higher Service-Messaging Costs

Meta’s pricing varies according to the recipient’s country and the category of message.

For utility-type messages in Africa, the applicable rates include approximately:

  • Nigeria: $0.0101 per message, roughly ₦14
  • Kenya: $0.0044, approximately KSh0.57
  • South Africa: $0.0076, around R0.12
  • Egypt: $0.0054, about E£0.28

The naira and other local-currency equivalents are estimates and can change alongside exchange-rate movements.

Marketing messages attract substantially higher charges. Meta’s rate card puts the approximate cost at $0.062 per message in Nigeria, $0.0248 in Kenya, $0.62 in South Africa and $0.0773 in Egypt.

High-Volume Businesses Face Bigger Bills

While individual message charges may appear small, the cost can become substantial for companies processing large volumes of customer interactions.

For example, a Nigerian fintech sending 500,000 chargeable messages at $0.0101 each would incur about $5,050 in Meta messaging charges alone.

That figure excludes fees that businesses may separately pay to Business Solution Providers, customer-service software providers or other technology platforms connected to the WhatsApp Business API.

For banks, fintechs, airlines, retailers, telecommunications companies and e-commerce platforms, the change could therefore introduce a new operating expense into customer-support and transaction-notification systems.

WhatsApp Has Been Tightening Business Pricing

The October change is the latest stage in Meta’s broader restructuring of WhatsApp’s commercial pricing.

On July 1, 2025, WhatsApp moved from its previous conversation-based pricing model to per-message charges for business-initiated template messages, covering categories including marketing, utility and authentication.

However, businesses retained some free communication options. In particular, service messages generally responses to customers who had initiated conversations remained free within the 24-hour customer-service window.

Meta is now moving to monetise more of those interactions.

African Businesses Increasingly Depend on WhatsApp

The development is particularly significant for African businesses because WhatsApp has evolved beyond a simple messaging service into an important customer-facing business channel.

Companies use the platform to provide customer support, send payment confirmations, deliver order updates, issue authentication codes and communicate with customers at scale.

For smaller businesses, WhatsApp can simultaneously serve as a storefront, sales channel and customer-service desk, making changes to the platform’s commercial pricing potentially significant.

Country-Based Pricing Creates Different Impacts

Meta’s pricing structure means businesses operating across several African countries will not face one uniform cost.

The amount charged depends largely on where the recipient is located and the category of message being delivered.

This means a company serving customers in Nigeria, Kenya, Egypt and South Africa will need to account for different messaging costs in each market rather than applying a single continental rate.

Currency fluctuations could further affect the eventual local-currency cost for businesses paying in dollar-denominated rates.

SMEs May Need to Rethink Customer Communication

For African startups and small businesses, the new pricing structure could encourage more careful management of WhatsApp communications.

Companies may need to determine which customer interactions genuinely require the Business Platform, reduce unnecessary messaging and consider alternative communication channels where appropriate.

The challenge will be particularly relevant for businesses whose models depend on large numbers of automated customer notifications.

A New Revenue Stream for Meta

For Meta, the policy creates another opportunity to monetise the enormous volume of commercial activity taking place on WhatsApp.

As businesses increasingly rely on the platform as part of their digital infrastructure, charging for individual delivered messages gives Meta a recurring revenue stream tied directly to the volume of business communications.

For African companies, however, the change means WhatsApp is becoming increasingly less like a free communications tool and more like a paid piece of business infrastructure.

From October 1, businesses will have to factor that infrastructure cost into their customer-service, sales and transaction-processing budgets.
