US $103,000 H-1B Fee Could Push More Tech Jobs and Investment Towards Africa

Rising cost of hiring foreign tech talent in the US may accelerate offshore development, creating fresh opportunities for African technology hubs

The United States’ tightening of its H-1B visa regime could have an unintended consequence for the global technology industry: pushing more companies to build teams and development operations outside America, with Africa emerging as one of the potential beneficiaries.

The issue has gained renewed attention following the US government’s proposed move to make a $103,265 fee for new H-1B visas permanent. The proposed charge would represent a dramatic increase from the previous fee structure and could make relocating foreign technology workers to the US significantly more expensive for employers.

The development is particularly significant for technology companies that rely on international talent to fill specialised roles in software engineering, artificial intelligence, data, cybersecurity and other technical fields.

The H-1B programme allows US employers to employ foreign professionals in specialised occupations. The programme provides 65,000 visas annually, with an additional 20,000 available to workers with advanced degrees.

From importing talent to building where talent lives

The central question for technology companies is no longer simply whether they can recruit skilled professionals abroad, but whether those professionals need to relocate to the US at all.

TechCabal’s analysis highlights how companies previously responded to restrictions on offshore hiring by recruiting foreign talent already living in the United States. With the cost of bringing additional workers into the country now potentially exceeding $100,000 per visa, however, that strategy could become less attractive.

For African technology markets, this could create an opportunity.

Rather than transferring engineers and other specialists to the US, companies could increasingly establish development teams in countries where skilled workers can serve international clients remotely. This would allow businesses to access talent while avoiding some of the costs and immigration constraints associated with moving workers across borders.

The shift could strengthen technology hubs in countries such as Nigeria, Kenya, South Africa, Egypt and Ghana, where software developers, engineers and digital professionals already participate in global technology markets.

Africa’s talent advantage

Africa’s technology ecosystem has spent years developing a large pool of digitally skilled young professionals, while startups and technology companies across the continent have increasingly built products for international markets.

Nigeria, in particular, has become one of Africa’s major technology and startup centres, supported by a large English-speaking workforce and growing expertise across fintech, software development, artificial intelligence and digital services.

The H-1B changes could therefore reinforce a broader shift already underway: instead of talent physically moving to technology centres such as Silicon Valley, more of the work could move to where the talent is located.

This would not necessarily mean US companies immediately relocating major operations to Africa. But the economics could encourage more distributed teams, outsourcing arrangements, engineering centres and partnerships with African technology companies.

Why the $103,000 figure matters

The proposed fee is significant because the H-1B programme previously involved fees generally ranging from about $2,000 to $5,000, according to Reuters. The Trump administration first introduced the $100,000 charge temporarily in 2025, while the latest proposal seeks to establish a permanent fee of $103,265.

The policy remains contested.

Business groups, technology companies, states and other stakeholders have challenged the fee in court, while the administration argues that tighter controls are necessary to protect American workers and reshape the immigration system. A federal judge ruled in June 2026 that the earlier fee was unlawful, while further legal proceedings remain ongoing.

The uncertainty has already affected corporate planning. Reuters reported that US employers registered for about 344,000 H-1B visas in 2025, less than half the 759,000 registrations recorded in 2023.

A potential turning point for African tech

For Africa, the opportunity extends beyond individual remote jobs.

If multinational technology companies begin establishing more permanent engineering and product teams on the continent, countries could attract additional foreign investment, technology transfer and high-value employment.

However, infrastructure will determine how much of that opportunity Africa can capture. Reliable electricity, affordable high-speed internet, digital skills, cybersecurity, regulatory stability and access to international payment systems remain critical to operating globally competitive technology teams.

The H-1B policy alone will not automatically redirect Silicon Valley investment to Africa. But it could alter the cost calculations behind where companies locate their talent.

As TechCabal’s analysis suggests, a policy designed to make foreign hiring in America more expensive could ultimately encourage technology companies to build closer to the talent instead of moving the talent to America.

For Africa’s technology ecosystem, that could become one of the more consequential unintended effects of the new US immigration landscape.
